20-Year-Old Haitian College Student Ends Life Following Ice Ankle Monitor Mandate

On August 31, a terrible tragedy shook the Springfield, Ohio community. Pierre Damas Bel, a 20-year-old honors student originally from Haiti, took his own life after succumbing to the unbearable bullying he endured due to an ankle monitor mandated by ICE.
That Monday around 8 a.m., his father received a desperate call for help, but was unable to talk his son out of his despair. “Around 11, the police showed up at my door to report that my son threw himself under a truck,” Bel’s father shared in an emailed statement.
Despite thriving academically and athletically in high school, earning a $2,500 scholarship, and being recruited for a university men’s soccer team, Pierre could not bear the humiliation brought on by the ankle monitor he had been forced to wear since July. Upon his arrival in the U.S. back in 2024, Pierre was shielded by Temporary Protected Status (TPS), allowing him to live and study legally while his asylum case was pending. However, recent federal policy changes stripped TPS from thousands of immigrants, leaving them unprotected, heavily surveilled, and vulnerable to detention.
Immigration attorneys note that it used to be rare for clients to be ordered to wear an ankle monitor, but the requirement has become more common as ICE has become better funded. Previously, immigration officers would evaluate individuals to determine their necessary level of surveillance, allowing low-risk individuals to regularly check in through a phone app. Now, physical ankle monitors are being issued at alarming rates as part of an aggressive "Alternatives to Detention" program. Meanwhile, private companies that manufacture these devices have seen their profits surge in recent months.
In Pierre Damas Bel’s case, was the ankle monitor truly necessary? Pierre’s life was upended when the ankle monitor was strapped to his leg. He documented his experience on social media, writing that he came to the country to study, not to “commit a crime or hurt anyone.”

ICE took a documented, law-abiding student who followed the rules and treated him like a criminal. Pierre was a 20 year old boy who had a bright future, who was seeking the protection his country couldn’t offer, who had dreams of becoming a neurosurgeon and a desire to contribute to society. Did his story deserve to end here?
ICE policies are not only growing stricter, they are dangerously inhumane. Under the current administration, we have witnessed a rise in unlawful detentions, unnecessary violence, officers refusing to identify themselves, and blatant abuses of power, resulting in the brutal displacement of families and innocent youth. ICE claims its strict measures target "criminals," but their actions reveal a darker truth: no matter how much a person contributes to society, the system only sees an “illegal alien.”
