Billy Bishop Expansion Plans Face Growing Backlash As Torontonians Demand Transparency

The future of Billy Bishop Toronto City Airport is once again at the centre of a heated debate — and this time, critics say the public is being asked to weigh in without seeing the full picture.

The proposed expansion of the island airport has sparked concerns from city officials, Indigenous communities, waterfront advocates, and residents who fear the changes could permanently alter Toronto's waterfront.

The Toronto Port Authority (PortsToronto), which operates Billy Bishop Airport, has been exploring options to expand the airport's capacity to accommodate future growth. The proposal could include changes that would allow larger aircraft and increased passenger volumes, potentially transforming the airport's role within the city.

Supporters of the expansion argue that Toronto needs additional airport capacity as the region continues to grow. PortsToronto has said the project could generate billions in economic activity over the coming decades and has emphasized that any expansion would be largely self-funded through airport revenues rather than municipal tax dollars.

But opponents say the process has lacked transparency from the start.

Mayor Olivia Chow has accused the federally mandated port authority of withholding key information from the public and city officials. According to reporting by the Toronto Star and CBC, the City of Toronto was asked to sign non-disclosure agreements to review early expansion concepts — agreements the mayor's office refused to accept.

"Mayor Chow has consistently called for the TPA to release their plans for airport expansion so Torontonians can see the impact for themselves," a spokesperson for the mayor told reporters. "Instead, the TPA continues to hide them, while the provincial government is expropriating City land to pursue the secret plans." (Reddit)

Adding to the controversy, federal public consultations launched this month will conclude on July 24, despite detailed expansion plans not being made available during the consultation period.

For many residents, that raises an important question: How can the public provide informed feedback without knowing exactly what they're being asked to support?

The concerns extend beyond transparency.

Critics worry about increased aircraft noise, traffic congestion, environmental impacts, and the potential loss of public space along the waterfront. Previous discussions around expansion have included concerns about Little Norway Park and future housing developments planned for the surrounding area.

Indigenous communities are also calling for meaningful consultation.

The Mississaugas of the Credit First Nation have formally requested records related to the proposed expansion and have raised concerns that decisions may already be moving forward without adequate Indigenous engagement.

Meanwhile, the federal government says public feedback will help shape future decisions regarding Billy Bishop Airport.

Transport Canada's consultation process invites residents, businesses, waterfront users, community organizations, and travellers to weigh in on topics including environmental impacts, noise mitigation, housing, transportation, urban planning, and economic development. At Street Voices, we recognize that conversations about infrastructure and economic growth are rarely simple. Toronto's population is increasing, and discussions about how people move through our city matter.

However, meaningful public engagement requires transparency, accountability, and genuine consultation — especially when decisions could reshape public spaces that belong to all of us.

If residents are expected to participate in consultations, they deserve access to the full scope of what is being proposed before decisions are made.
